At a global scale, it is known that the BlueRevolution has a huge potential. On a much smaller scale however, the urban scale, little was known. A recent study in the Rotterdam City Region has shown that there is also a great potential on the urban scale.

The study examined the following research questions:

  • What is the urban metabolism of delta city Rotterdam for nutrients, CO2 and water?
  • How can floating developments in Rotterdam (including algae, aquaculture and urbanization) contribute to closing resource cycles and realizing a circular economy in the city?


The research demonstrated that quaponic systems are very effective in producing food and biofuel within a closed cycle. An aquaponic system combines two other food production systems, namely aquaculture (raising fish) and hydroponics (cultivating plants). In the combined aquaponic system the excretions from the fish are broken down by bacteria into nutrients that can be used to feed the plants. This way the cycle is closed.

According to the research implementing the BlueRevolution in the city of Rotterdam could provide 66% of the current vegetable consumption and 63% of the average protein consumption. Moreover, 32% of the passenger car transportation could be supplied with biofuel. Extra nutrients and CO2 that are needed for aquaponics can be retrieved from municipal wastewater and industrial processes in the Rotterdam City Region. Doing so contributes to making Rotterdam a climate resilient delta city.

The amount of water surface that is needed to implement the BlueRevolution in Rotterdam amounts to 75 km2. By combining food and energy production with floating urbanization in the form of working and living the city of Rotterdam is able to expand in the future and at the same time it can contribute to a sustainable climate.
